Victorian Oval Picture Frames with Felt and Ceramic 3d Picture

This picture looks like it is Victorian. It has a gold frame which is 20" by 16" by 3" thick. It then has burgundy felt around the ceramic piece. Then there is a ceramic piece that has 2 children feeding the birds. There is no markings on back. I would love to find out more about these pictures. It also needs a cleaning and would look better. I got this from a guy who bought storage buildings. He was only looking for a couple things and I bought everything else. This is my first post and I hope I did everything right. This looks like a great place to gather information and learn.
