A gorgeous bit of hot worked glass, this vase was made by Hokuyo, probably better known for their fishing floats.
Like many glass makers in Japan in the 60s and 70s Hokuyo stretched themselves to art glass, to take advantage of the market popularity of glass and the low value of the yen.
20cm high, made from a red inner and clear case, it has been hot worked to give it the lovely twist and rim.
If this was unlabeled, I think this would probably be attributed to Kamei.
