Can someone tell me what this is?
The handle on the right turns, which turns the wheel in the center. There is a peg on the wheel that makes the long slender piece of vertical wood slap when it goes over it. the long vertical piece of wood can be moved from straight vertical to angled.
This is a click reel used for measuring yarn, the wheel is missing and should be mounted on the right side shaft.
They're also called "spinner's weasels." As Rustfarm said there should be a reel - a set of arms, usually 4-6, with a head at the end around which yarn would be wound. The gear mechanism would keep count of rotations and the stick riding against the gear would make a pop when it passes over that inclined plane lug, informing the operator that the counting gear has made a full revolution. The number of turns plus knowing the distance of one wrap around the reel would let the operator calculate the total length wound. E.g. mine has a 2 yard wrap and pops at 20 turns, so if it popped 10 times plus showed 15 turns then I would have 430 yards.
