I have no idea on this. I did have a bird with a similar (kind of) base....but I never did find out about it, and am not sure IF I have pics of it. It was the early days...
That cross hatched base looks early Japanese to me....maybe an early Marti Glass? 1950s?
Can't be definite though sorry.
