Think it's ceramic with an iridescent glaze. Radiation Parkray is a company in England that made fireplaces and central heating units. Wondering if this was a promotional give-away or if they made ashtrays on the side.

Until you said a ashtray & I had a closer look I thought it was a paper weight as it looks like it's made of glass to me.

Parkray ashtrays were made from cast iron and came in a vitreous enamel finish of bronze lustre or gunmetal blue and were given to any visitors who were on escorted factory tours of Parkray. The colours were the same as the Parkray room heaters available at the time. Any rejects due to enamelling faults were always thrown into the Cupolas and remelted hence their rarity. they were very popular with pipe smokers who found them very robust for knocking their pipes into
They were designed by W.G.Tutton who worked in the drawing office.
