      I can,t tell from these photos but it seems to be a hand held garden cultivator without the long handle and missing all but one of the tines, or prongs or fingers

      I’ve seen cultivators online shaped like this on the tip and they are “cobra” cultivators.
      Look those up and compare to yours. It’s too difficult to discern from the dark images if yours would attach to a tractor implement along with several other prongs just like it.
      It certainly could be hand held to get into tight spaces around plants but that would be excruciatingly labor intensive, especially on a cotton row!
