any ideas what this is please

hi all
I found this item in a box I bought from an auction, at first I thought it
might have had to do something with clock weights, but an antique clock restore said he'd never seen anything like that before.
Please this is getting to me now can someone out there put me out of my misery and tell me what it is?????????
