depression glass i brought at the opshop

i am a collector of depression glass and i found this at a local op-shop i only paid $1. But i gave no idea what it is? i first thought maybe a tooth pick holder but its alot bigger... it also has a lid. Ive asked alot of people if they knew what it was but they couldnt figure it out either. I was wondering if anyone had any ideas on what it is? Thanks :)
