This is about 4" tall with a lot of Japanese characters printed on it. The top has holes, and there is a slot to turn an underlying piece to close the top. The holes are too large for salt or pepper. Maybe a talcum or foot powder.
This was my uncle's; he was in the navy but on loan to the Marines in Japan. 2nd Division. He also has a patch with the number 4, which has a tiny brass star on it.
