i have no idea whether this is Jetsons or anything but i think it's a pretty cool image from the space age 50s-60s. i've never heard of Cromagen Germany either. i think that this is stainless steel. antoher goodwill find today.

WMF mark is - Württembergische Metallwarenfabrik
Cromargan® in 1927 is a high-grade stainless steel easy to care for, odourless, tasteless, and also durable. This is a child's spoon, probably circa 1950's

thanks kyratango and aghcollect! there's a lot of really interesting flatware by Cromargan out there, but this one is very different than any other i've found. i haven't found any references to such a graphically interesting one.
