I am trying to find any information about this item, I found it at a second hand store. It looks pre world war 2. Please help, Thank you

It's not silver but pewter .... TINN in Norwegian

The mark is that of
EIK
Eik Sølvplett AS 1966 -
Eik, Tønsberg, Norway

The 69 might be 1969.
