The bowl has been in the family for, I think, about 100 yrs.
The tape is metric, so it's about 11cm wide and 10cm high.
I'd really love to know it's intended use, maker and origin.

Bohemian ca. 1900 likely produced by Kralik or Pallme Konig
Hi there, and welcome to CW. Regardless of who made it it is a very pretty piece you have there.
It is rather small in size and could well be part of a dresser set. Threaded or veined decors are found as early as the 1890's and extend as late as the 1930's. I have not seen a frosted example with pink veins like this before from either of the houses mentioned above, and I would suggest that there could well be more than just the two previously suggested makers for this item. Although most commonly attributed to Kralik and Pallme König, these threaded or veined pieces can be fairly difficult to attributed correctly without a recognized mark or known shape to rely on. I do think it is most likely Bohemian/Czech though.
I have a small vase in the same decor as your bowl (frosted, with pink threading); I have always thought mine was Kralik, but it could of course be another maker. here's a picture of mine: http://s1244.photobucket.com/user/michelle_b007/media/Kralik%20satin%20and%20pink%20threaded.jpg.html?filtersuser=128741340&filtersrecent=1&sort=1&o=0
