Flocked horse

This is part of a horse collection my Sister-in-law received from her grandfather. I am trying to help her find information on some of the pieces? Can anyone tell me anything about this horse? It appears to be steal/metal and flocked. The saddle and stirrups are not flocked and made of the same metal as the rest of the horse. Any help would be great, haven't been able to find anything like it.

Also, there are no marks of any kind on the horse saying who/where it was manufactured.
