Made as a promotion for a German Fire Company in the 1980's. Missing hat depreciates him in value . We don't give values but perhaps you can look at completed sale of one on ebay .

This is asking price but not selling price one listed like him with hat . I believe priced to high . But you can see what his hat looked like from photo and he has same model number as yours

Could be up to 50% :-( But Steiff characters are always collectible I love the very old ones they were strange looking people with big noses but loveable :-)
