Somewhat smaller than the standard hamper at 16" tall not counting the arms. 24" is more typical.
Not sure what purpose the arms have. They are fairly sturdy but if using the hamper as a chair would probably soon break them. Perhaps they were used as handles to carry to the wash room. Although that can be hard on the hamper as they get banged up going to and fro.
It has been repainted, it was a darker green and is now a sea foam green.

The sides were probably for "drying" - I don't remember how many times my mom would yell at us "Don't put that towel in the hamper yet, it's still wet"

Thank you very much aghcollect. Good chance you are right on that. Wet stuff in the hamper is bad news.
