Heavy thick art glass vase

Someone told me this was Chinese, I don't believe him, he wanted to buy it from me, I said no. Could not be Chinese with this label on it, though I cannot see any words on it, faded.
It measures approx. 9" tall, 10" wide and weighs 5 lbs. 7 oz.
Any ideas on who might have made it ?
