Update: upon further inspection there is a wheel missing.
This piece has either been altered or repaired. The frame doesn't seem to have any indication of a dust panel maybe you will something I didn't. The drawer in the inner part has wood stain splattered so it may have been restrained or that may be common not sure? There are some issues though out this piece. Chipped corner and one on the side edge small ones and a chip on the corner of one drawer. I also resent a closer image of hardware. Let me know. Thanks

Having been reworked or refinished by a previous owner is pretty common. I will pretty much stick with my post from yesterday. I believe it is well before 1940 and probably closer to 1920.

From pic #2, the assemble "queue d'aronde" (dove tail?) seems irregular, so I'm thinking handmade. Fhrjr, could be older than 1920 from this clue?

You are absolutely right kyratango. But those dovetails were made through the teens and even early 20's. Actually it could go back to 1890. Hard to tell from a picture. The dovetails were certainly hand cut and the drop down appears to be close to a half inch which is unusual, normally half that or less.
