Tiny gold-colored metal slipper lined with felt

2.25" long, 5/8" wide, 1.5" high, marked on the bottom with W (?), lined with red felt. I don't know for certain anything about it. I think it may be a needle holder. It is a curiosity.
It was my mother's.
