I have seen trains like this but never the play set. Research puts it in the 40's, probably WWII era.
Pressboard base with wood block buildings. Board comes apart in two pieces and measure about 41"X17" when assembled.
Keystone is best known for earlier large pressed steel toys like the Buddy L line but were in business up to the late 60's.
