New Orleans Handmade Large Folk Art Advertising Before Katrina

I bought this years ago at an old storage store,the owner told me this sign was on some type of fish eating place in New Orleans after hurricane Katrina the frame had to be taken off after taking sign down very large,but that's the story told to me anybody know this sign or artist who did it very unique,would love to know something about it if possible.
