      I responded to your question on another forum that I believed the vase to have been produced by Monmmouth Pottery circa the 1930s. Here's a bit more information. After a little searching I was able to find a catalog reprint of very similar form (albeit a console bowl) on page 138 of the Martin & Cooper Monmouth and Western Stoneware text. Rutile glaze was referred to simply as "Rust". Rust glaze was offered in the 1937 catalog, but is not listed in the 1935 nor 1938 catalogs (no '36 catalog shown). That should narrow production to 1936-37.
