It looks brass, hand held. Has a belt clip and multiple attachments. The wording on the black piece reads "Closed", "Burner", and "Lamp".
Unknown what it is or where it's from.

Is the bottom a tank for fluid like alcohol or kerosene?
I would say it is an alcohol fueled soldering torch.
