Found in a ravine with discarded farm tools/household items. Asked the grandson(75 yr. old) and he had no idea what it was. The horizontal arm can't go all around. There is a stop where it has to go back. Ball is hollow. The moving parts in middle can be adjusted up or down(not on a screw but by releasing a bolt and then sliding up/down). Something obviously slides or bolts onto the middle section because of the slots. The 3-prong stand bolts onto something. It is about 18" tall. Everybody says it's an old washing mating part but I don't think so.
What the heck is this thing?

It looks like there are slots and holes for screws or bolts on a few of the flanges so there could be missing wood parts. Let us all know if you figure it out.

I think it's something for spinning up yarn.
