So excited to get this antique gumball machine but can't figure out when it was manufactured. The front says 3-8-04 11-5-12 Pat's Pendg

Also, I want to replace the glass globe because someone put marbles in it and it cracked the globe. Any ideas where to get a good globe without spending a fortune?

This is a Model D gumball machine made by Advance Machine Co. The first of these were made in 1923 and continued into the late 1940's. The earlier patent dates were from other Advance models produced earlier.
Many vendors used these Model D machines into the 1950's and even early 1960's until penny gumballs were no longer profitable.
Your machine has a fantastic patina and I would recommend not repainting or restoring it.
If you email me at dave at brownbmw dot com I can help you with the globe.
