Needing info Please

Thank you for looking. This picture was hanging in my Grandparents house for many years. All I know about it is that they bought it at a one of a kind store in Dallas Tx around 1960. As you can see it is backlit and I would like some info on it. I have not been able to find anything like it at all. It is signed and I cant find info on the artist. Im not into art so Im asking for any info on this or maybe you know someone who might.
