It has been in my toolbox for many years.I don't remember where or how I got it but have always wondered what its use was. The closest thing i've seen is a saw set tool but not sure this is . Can anybody solve this for me , I won't be able to lay in my grave peacefully if I don't know!

It is a saw set.
It's a punch designed for edge work in a hard material that is about the thickness of that slot in the neck, which lets the user put the hole at the same distance from an edge each time. The slanted part is spring loaded foot (like a sewing machine) a which helps hold the tool in position as you squeeze the grips. I would bet it's for very thick, formed leather.
I have no idea of what it would be called, but I see how it works.
