German cigarette pack. I don't know the date, but I made up a great story for its history on my blog (https://cigarettecollector.wordpress.com/2015/08/23/the-kaiser-in-arab-headdress/). The Senoussi are a Sufi Muslim brotherhood that led to the Libyan nationalism movement prior to Qaddafi. In WWI, they supported the Germans by rebelling against the Italians and frustrating British and French control over North Africa and, by extension, the Suez Canal.
This pack bears an export stamp and made its way to New York, where I would guess that it just seemed like a gaggle of Arabs holding rifles and wearing stereotypical nomadic dress.
