Not 1800 but 20th century, for tooth brush (tooth brush holder), part of a travel set as this one (particularly luxuous!):

Thank you Kyratango. I have seen these bottles for these sets, and while your answer makers perfect sense, my bottle is only 3/4" inside diameter. I could not fit a toothbrush in it. What else could it have been for?

For sure, it wasn't for liquid as the lid would not keep it.
