My father, deceased since 2003, suggested that this Victorian rocking chair made of cane and rattan was brought to America by his German great- grandmother who emigrated to America and lived in S. Illinois . If that is so, then it must date back to at least the mid-19th century. I believe the construction is termed "stick and ball". It is constructed of bent cane and rattan and is, of course, a family heirloom. However, since we have middle-class family roots at best, and more probably common peasant roots, I don't expect that this piece of furniture has much value as an antique. It's nicely-detailed, though, don't you think?
