Tample lamp green glas combined with leatherlike decorations and with coats of arms

I found a wonderful green glass lamp to my work table. I have no clue where this peace is coming form.
The table lamp is quite high, 92 inches and diameter is 30 cm at widest.

Power cable ( don't know if that a correct word) is little bit yellowish already and the plastic parts look like they have been made of bakelit or similar.

There is something written on the plug like ELKO 1058 AND 70/250 D .
Because coats of arm having French lilly, tower , chain and animal figures wolf and lion? I expect this peace is from Europe. The handicraft work on the decoration isn't that skilful so I expect this could be a souvenier form a holiday trip.

Could anybody put this on timeline and find the homecountry for this peace.
