Hi there folks I'm trying to find out if this is a ribbon bar from WW2 or another decoration award. This piece is made of felt on the front and hand sewn it appears with a silver star attached. It's not solid at all so I'm not sure if this a ribbon bar or from what country and I'm not sure if it's WW2. Anyone have the answer?

I think the star is an Army Citation star but I don't know if that's the case.
