Vintage Gate Top Beggar's Bag

I'm not sure about the material. I haven't attempted to clean or restore it at all. I was wondering if anyone can tell me, was this made by Whiting & Davis or is it Victorian (pre 1920's)? The gate top has a striped design with flowers and diamond shapes. The purse was missing when I found it and I know the tag would have been there. There are no visible markings at all. Thank you :)
