Anyone have any idea what this says or what this is?

Anyone have any idea what this says? I think it is French. What the meaning of the men in the bottle is. It looks like they are playing cards sitting at a table.
Any idea how old it is?
I found this at a thrift store and was talking with one of the employees and he said they were trying to figure it out and no one had any idea what it was. It doesn't look as if it has ever been opened(the cork on the top of the bottle.)
