Guessing that he was on the Queen's Birthday/New Years Honors List, receiving the British Empire Medal, could not attend the award ceremony, it was mailed to him with this note. (You may be able to look up the name in an old newspaper that published the lists to find a date).

Pre_1992, as the UK stopped awarding the BEM at that date. The 2012 resurrected BEM, is no longer awarded in the military division.

The London Gazette does not allow searches using an initial. Ho hum.....
Only 79 honours lists to search. (1952 New Years Honours list was George VI)
