There is an adjustment for the crimping action. This was in my father's things and I suspect it was his father's tools, so this would make it at least 50-60 years old.
My grandfather lived in Utah and Nevada if that helps. ,

I believe it is a tool for re-angling saw teeth.
For setting teeth on a saw after they have been sharpened.
