    From a friend:

What is this thing? It was in my Dad's bathroom drawer. The golf club looking piece pull out. You can push down on the left side of the metal part and it acts like some sort of clipper, but it is very small. The whole object is about 2 1/2" long. Anyone know?

The clipper part is very very tiny, like 1/8th". I think it may have been my grandfathers.

Need to add, it has its own hard leather case, so think it has its own purpose, not part of something.

It's called a fleam, used for blood letting. It's spring loaded when set, it will stab the skin when the trigger is pushed. Here's a larger one:

Yep-- it is a 19th century fleam and a pretty nice one!
