I've been looking for one of these to add to my collection for many years.
I thought that I had one several years ago. A close friend and fellow collector told me that it was a rein holder and I believed him, because he was an avid horse item collector. It turned out that it was not a rein holder, but a type of staple remover that looked similar to a rein holder. Of course, now I had to find a true rein holder if I wanted to sleep properly from than on......
How they are used is: The hooked end clips over the dash board of a buggy and the spring loaded clip holds the rein to the tension that you choose. When you want to release the holder, you simply slide the reins to the side ... and the rein is released to your full control ..... sort of like modern cruise control in our horseless carriages of today
