      It is a ringer box. Back in the days of early telephones, most phones, like candlesticks, had separate ringer boxes for the phones, different than today's phones that have the ringer bells inside the phone itself. Cranking the magneto, which is called ringing current, provides around 100 volts AC. The telephone that was attached had battery current for talking. Your ringer box looks like a nice item. I couldn't read the schematic, too fuzzy, so I can't tell you anything more about it.
