I was given this 4 years ago and am totally confused. It has a plate on the front that says "Ruth and Naomi" Thomas Phillips RA. But there is a typeset on the bottom right corner that reads Frank Sternburgh. Through research (many years) I found an image from National Portrait Gallery (possible etching) that is an identical drawing. There is a Frank Sternberg who was a famous Mezzonit Engraver during this time period.
The top right corner reads : McQueen Bro&London published Jan 4th 1901 by FG McQueen late FC McQueen & Sons Publisher & Printseller to HRH the Duchess of Teck 33 Haymarket London SW Copyright Registered Knaedler & Co New York Steifbold & Co Berlin.
