The smaller brass piece has numbers on it, beginning at 3"
No name or date on it, or where it was made.

I would say your folding rule is a step rule or parallel rule to lay out brick work. It starts at 3" because you used it after the first brick was laid. New bricks are 3 5/8 and you figure in a 3/8" joint.
