      Interesting piece. You don't mention size, but it doesn't look like a shoulder board.

      Maybe some sort of ribbon or collar rank? And it has an almost home made appearance with the thread wrap.

      I'd also caution with the BG identification (if this is a military insignia). In many countries a single star represents a Lieutenant rather than a General Officer.
