Sometimes ugly is beautiful in sugar bowls

Something just caught my eye about this piece. I'm not typically a collector of sugar bowls or silverplate anything. This was just so ornate and full of details that I have to know more about it. I have tried looking on line and found nothing close although I have checked out Rockford Silver plate Co. If I'm just going to keep a pretty pencil holder, I may want to polish it up... but if it's a valuable piece I do t want to remove it's patina. Any help learn more would be appreciated.
