I can positively identify this. It is African, made by the Bedouin of Morocco. It does look similar to some southwest Indian pottery, but the clay is different, the design patterns are different (the "X," "VV" patterns, and the cross-hatching are identifying features of Bedouin pottery), and they usually include this typical rounded handle.
It's a very traditional pottery form, so it is hard to date, since similar pieces are still being made today.
