Saw this at an antique market in south London. Vendor admitted he wasn't sure of its use, but that his "experts" told him probably something to do with steam pressure gauging (though the number units seam high for that). I haven't seen a picture of anything similar to it on the internet. I'm not experienced in the field, but it looks like Victorian era design, cast iron and brass? Maybe silver-plated at some point. I don't think the box is related, because Jerome LTD sold cameras and photography supplies up until WWII. The insignia "S&B" is engraved on the face of the dial, but I've searched all over the internet for that company in 19th century England with no results. Any and all suggestions much appreciated!

This is a tachometer for determining shaft or engine speed. Used with a watch to time interval. Usually came with a rubber tip or different tips for different applications.

And a very fancy looking tach it is to be sure. Jolly good ID slackjack.
