Indian head letter opener

Indian head letter opener ,I think ? It has the words buttermilk falls downside lower blade it has a smaller blade that has the head of a indian with chief like feathered dress the material I'm not sure of but when looking at through a eye piece appears to have grains like that of wood also on back side you can actually see the light brown grain color as that of a tree ,the price tag is still attached to the piece it is marked 28$ the person said they bought it year's ago as a souvenir at buttermilk falls in Ithaca new York area again a gift and it is as I was given it,I'm curious its history it's value now and what it is if not a letter opener .I also have a like item that says Niagara falls only difference is it has only one blade .any information woulsd be appreciated !thanks
