Small white ceramic piece 2 scenes

I got this today too, 4 items for $1 in housewares at my thrift store.
seems to have had some writing on the bottom before but not legible.
It has 2 different scenes, not sure what the 2 people are doing.

Any thoughts on this little piece ?
