Ladies pocket? pouch beautiful embroidery

This is made of dark green velvet with silk lining, there is a small loop at the top for something to go through and at first I thought it was an ladies pocket which went under a ladies dress in 18th and 19th century but now I am not so sure. There is some damage where the silk is starting to wear away but it is still in very good condition. I have looked online and the only pockets I can find have vertical opening whereas this has a horizontal opening so if it isn't a pocket could someone help identify this thank you
