I am trying to determine who made these candlestick holders.

They have four strands of intricate air twists captured within the glass stem.
You can see the four (4) strands in the photo (viewed from the top of the candlestick).

They are each 7" high with a base of 3-1/2". These are the modern but formal tapered candlestick holders.

    Received as gift in 1979.

I checked with the folks as Simon Pearce and they say it is not his work.

Does anyone have any ideas who made these?

I received a pair exactly like these and they're from Tiffany. I still have the box they came in but unfortunately one of mine were chipped in moving.
