Got from relative in Montana. 9-1/4" long 4-1/2" high. When pressing the front lever, the big top arm raises and lowers and it's chisel like point comes in contact with a flat surface. Good paper weight so far.
There is also a "J4" on the hammer looking part and PAT PEND on the other side
My guess is a cobbler's tool.

"Saw set" ? For setting the angle of a saws teeth? There are much simpler ones.

That is cool. Everything from the Buckeye state is complicated,lol Well except me, I'm as simple as it gets.
I have been collecting old Buckeye items for a while now. From Ohio and lived in Buckeye AZ.
No one has said it Yet, so I will say it. "Nice Solve Frisco" !
It looks as if it would be mounted on a bench. The cord might be attached to a foot operated pedal to 'trip' the hammer-like arm, which appears to be spring loaded. I can't see how a saw blade could be inserted with that protruding screw in the way. Strangely, the hammer -like arm has an adjustable spring tension which would adjust its thrust. How about a few more pictures???
