This is a well hand painted toy, parfume or stich holder. It is marked on the base DEPOSE, hand painted and signed A. Lem. or Cem. It has place to hold something inside. It is another item of the last set we bought. It is done in old bakelite and the more similar on the web are dated to 1920.

Stash means anything you want to hide. Like ganja, - or matches . LOL!!
It seems to be French with word Depose on bottom . Used on French dolls means filed or like a patent of sort .

I think she represent a woman sailor and am leaning toward a perfume /cologne carry case and the tip under hat is to dab it on you .

Spooky - I was just trawling through images of vintage sewing kits. But looking at this piece again I think it's just too small for that.
